  1. Usage: NOTE NEWS [&<passwd>] [+|-<flags>] [+|-<maxtime>]
  2.         <group!username@host>
  3.   NEWS with no message is an alias for USER +RS (default max 60 days)
  4.   This command is for subscribing on a specified newsgroup from any
  5.   user(s) or host(s). Wildcards may be used anywhere. Example:
  6.     NEWS irc.note       : Subscribe on irc.note
  7. *    NEWS irc.note@*.no  : Send to group irc.note, but only for
  8. *                          users at host *.no
  9. *    NEWS irc.note       : Send to all for group irc.note
  10. *    NEWS Users@*.edu Hi : Send Hi to all users using note in your
  11. *                          server located at host *.edu.
  12.    (Advanced users may use User +rs <...> <filter> where filter is a 
  13.    string which must matches with field in received news message)
  14. -  Only opers can send news as default.
  15. *  To send news add message and use same format as subscribing, except 
  16. *  that username field must matches with subscribed group as alt.irc!*.irc - 
  17. *  everybody subscribing on a*.irc or *.irc or alt.irc... would get the news.
  18. *  A speciall case is the group Users which everybody using note in the server
  19. *  are member of.
